The first reason that it helps to have control is that in the Han Dynasty Wu di , one of the emperors of that dynasty, helped with many advancements in China such as taxes, imported goods, and made roads. Without government China wouldn\u2019t have taken advantage of their huge civilization and they wouldn't have started a new advancement that helps balance and controls economy and people. Secondly, it is the most important aspect for a civilization to thrive is because of the Democracy type of government. The democracy type of government gives all people freedom which makes it thrive and not have quarrels or fights within the same place.  Lastly, government helps organize a civilization by  feudalism, which is a system of government that is self-sufficient. Feudalism helps organize the civilization by helping the people be self sufficient and not be in deep poverty.
